Visa Bulletin Prediction by t he Chief of the Visa Control Mr. Charles Oppenheim for 2015 Fiscal year.
Mr. Charles Oppenheim, The Chief of the Visa Control and Reporting Division at the U.S. Department of State expectations for the coming months Visa Bulletin movements
The demand is very high Mr. Oppenheim has told earlier that he expects to advance EB-2 India to July/August 2009 by the end of the fiscal year (September 30, 2015) ; But the current EB-2 ROW visa numbers demand is high and fewer available visas for EB-2 India will be present , hence it cannot be moved as forward as predicted earlier.
EB-2 Worldwide (ROW)
Very High Demand is present. Despite this significant increase in demand in EB-2 ROW visa numbers, it there will be a cutoff date for this category and it is likely to remain current. All the unused visa numbers from EB5, EB4 and EB1 categories will flow to EB2.
Due to significant retrogression in April 2015 visa bulletin for EB3 China and forward movement in EB2 China to almost 3 years recently , EB2 China has moved forward then EB3 China.
The demand in EB2 China is very low , even after it has moved by near 3 years , to ensure all visas will be used up, EB3 China will received unused visa in EB2 China category as per the spillover rule
Due to large number of upgrades/downgrades and DOS not having an accurate estimate of upgrades/downgrades, there is no clear visibility on EB2/EB3 china predictions.
Demand from EB5 China applicants was very high and led to retrogression in May 2015 Visa Bulletin. DOS currently has no estimate for forward movement in this category for the next visa bulletin.
But As the Spillover rule applies that unused EB5 from other countries will flow to EB5 China(since it’s retrogressed) , it should greatly benefit and will move forward again.
The Bad news is If EB5 China takes the large chunk of Spillover then EB2/EB3 spillover numbers will be less mainly for EB2/EB3- India/china
EB3 Philippines /EB-3/Other Workers-Philippines
Due to continuous heavy demand further retrogression is possible in the next visa bulletin. This retrogression may be done on EB3 Philippines Others Workers category as well.
